How Can I Make My Webpages Do This?

I want to incorporate the exact same functionality on my website that I see here on this page at mytotalretail.com/longform/retailer-of-the-year-barry-beck-bluemercury/ where the page content scrolls overtop of a full-width background image, which stays put behind the scrolling content…but then, since it’s a long long-form piece, the background image itself changes.

First things first, what kind of web programming is it that creates this effect? Are we back to Cascading Style Sheets? (According to the source code we are.) How does a developer implement that static background image effect and also alter the images? This would be a perfect way to present long scrollable content on my website, so I can keep people scrolling through all the real estate listings, so this would be particularly helpful.
